Express Passes?

A member of my family stayed at the Portofino Bay Hotel / Universal recently and Express Passes were included with their accommodation. However, she had the impression that the Express Pass could be purchased for an extra fee by persons who are NOT staying on a Disney / Universal property.

Does anyone know if this is true and, if so, what the extra cost (beyond the basic entry fee) will be?

They are different prices for different days so you have to choose a specific day and then stick to it.

They can cost up to $50 extra per ticket at Universal based on peak visitation times. The price does vary depending on your date of visit.
